Multiple applications on a paid account?

I just upgraded to a Full Platform paid plan. When I try to create a new App for production, Nylas Dashboard complains about “Maximum number of Applications reached for Organization”. Is that expected? Should I be using separate apps for Production and Sandbox with a paid plan?
