Why do my accounts stay in the partial state?
Please consider partial to be equal to running, you can determine the account sync_state using the account management endpoint.
Accounts that have read_only on either mail or contacts will always remain in a partial state. Partial is only a problem if you are missing objects, if this is the case then please let us know.
